
James (“Jim”) Hurley currently serves as Executive Project Consultant supporting the development phase of Tufts University’s P3 undergraduate student housing project, Pachyderm Place Apartments. In this role, he facilitates project governance across operational, financial, legal, and compliance domains.
Jim retired from Tufts on June 30 as Vice President for Finance and Treasurer. In that capacity, he managed all financial affairs of the university and fulfilled the statutory responsibilities of the Treasurer. He directed Tufts’ financial reporting, budgeting, and fiscal operations, including research administration, procurement, risk management, and student financial services.
During his tenure, Jim oversaw major initiatives such as the financial and research partnerships with Tufts’ chief clinical affiliate, Tufts Medicine. He also co-led the pre-development phase of the P3 undergraduate student housing project, overseeing student housing financial, legal, and operational consultants, as well as financial planning and project financing activities.
Before joining Tufts, Jim served as Vice President for Budget and Planning at Northwestern University, where he managed the annual planning and budget process for the university’s operating and capital budgets. He played a key role in negotiating funds flow and integration agreements between Northwestern and its principal clinical affiliate, Northwestern Memorial HealthCare, and in establishing Northwestern’s campus in Doha, Qatar.
Earlier in his career, Jim served as Vice President for Budget and Planning at Brandeis University, Associate Dean for Administration and Finance at New York University, and Director of Financial Planning at the SUNY Downstate Medical Center in Brooklyn.
Jim is a graduate of Bridgewater State University in Massachusetts and resides in Cape Neddick, Maine.
